How to read this list

Scope. This list covers institution-level decisions by European universities, art academies, national rector bodies, and disciplinary associations. It does not attempt to enumerate the ~1,000 individual-level incidents (disinvitations, rejected papers, frozen personal collaborations) tracked by Israeli monitoring bodies; those are covered in Section 7 (monitoring resources).

Action typology. Decisions vary enormously in scope. This list distinguishes: - Full institutional severance / boycott: all ties cut or all agreements terminated. - No new agreements: moratorium on new partnerships; existing ones continue (the Utrecht model). - Specific-partner suspension: ties cut with named Israeli institutions only. - Exchange-only suspension: student exchange halted; research cooperation continues. - Divestment: financial holdings only, not academic ties.

Source orientation flags. Where a source is an advocacy organization, it is flagged: (pro-boycott) for BDS/PACBI and allied outlets, (anti-boycott) for Israeli academia monitoring and defense bodies. Unflagged sources are press, institutional, or academic.

Proportion. For perspective: an academic analysis published in The Conversation found that as of August 2025, 48 European higher education institutions had formally adopted a partial or total boycott, under 6% of the ~900 institutions recognized by the European University Association. Netherlands

Belgium

Belgium is the only country where 100% of universities adopted a formal partial or total boycott position, per The Conversation; the Neaman Institute ranked it the European country with the highest boycott incident rate in 2024 (same source).

Finland

As of December 2025, no further institutional terminations in Finland despite nationwide walkouts at Helsinki, Tampere, Turku, Kuopio, Jyväskylä, Oulu, Rovaniemi, Aalto, and Uniarts targeting 15 Horizon Europe projects with Israeli partners: Helsinki Times, 3 Dec 2025.

Ireland and the United Kingdom

UK note: aside from QUB's divestment, no British university adopted a formal institutional academic boycott as of the verification date; England nonetheless ranks among the countries with the most recorded individual-level incidents (Times of Israel, Feb 2025; Middle East Eye, Sept 2025 (pro-Palestinian outlet)).

Italy

Italy moved late but sharply; a marked surge in reports was recorded in late 2025, influenced by domestic politics and nationwide protests (Israel Today (anti-boycott)). A disciplinary divide is documented: humanities and social science departments drive boycott motions, STEM faculties generally oppose them (AISSI dossier, Nov 2025 (anti-boycott)).

Strategically as important as the boycott list. All refusals below are documented.

Historical context for the Dutch shift: fifteen Dutch rectors jointly wrote on 8 June 2024 that they saw no reason to sever ties and would never cut ties with an entire country; the 2025 wave above reversed much of that position within a year (Delta; Cursor).

Watch item for epigraphy/heritage work: archaeology appears in the VERA list of affected disciplines (Israel Today (anti-boycott)), which makes association-level positions the thing to check before proposing any co-branded activity in adjacent fields.

6. Documented mechanisms (how the boycotts operate)

• Ethics / sensitive-partnership committees: the dominant formal mechanism (Utrecht, Leiden, TU Delft, TU Eindhoven, Tilburg, UNIGE, Amsterdam). Israeli task-force officials describe this as a deniability structure in which committees recommend severance and administrators present the decision as external (Times of Israel, 5 Dec 2025).
• "Shadow boycotts": institutions or researchers simply stop responding or decline joint projects without stating a reason; documented but inherently hard to quantify (Times of Israel; The Conversation).
• Individual-collaboration carve-out: almost every institutional decision explicitly preserves researcher-to-researcher cooperation (Utrecht, Helsinki, USN, Turin, TU Delft/NL Times overview, Helsinki Dec 2025). The boycott architecture is institutional by design; PACBI itself frames it as targeting institutions, not individuals (EUobserver).
• Consortium workaround: Erasmus Rotterdam permits consortium membership with Israeli institutions if its own researchers do not work directly with them (Erasmus Magazine); the mirror-image mechanism explains part of the Horizon consortium exclusions.
